AYM response to Consultation on draft Temporary Release of Children & Young People Secure Estate Framework – Release under Temporary Licence (ROTL) – August 2024
AYM (Custody/Resettlement leads) were involved in the planning and meeting processes that preceded this draft guidance being released, and feel this guidance offers a much more collaborative approach than previously experienced, however the challenge remains that the decision in presumption of ROTL still sits with the Governor (or equivalent) and this process for dispute & escalation still needs to be addressed and be incorporated within the guidance. AYM response to Consultation on Revised PACE codes A and C.
The AYM welcomes the opportunity to provide a response to this consultation on revisions to the PACE (Police and Criminal Evidence Act) 1984, Code of Practice A and C. The AYM broadly welcomes the changes being proposed as they reflect a fair, proportionate, and sensitive approach we would expect for our children when it is deemed necessary to conduct an EIP (exposure of intimate parts) search.
However, we would request that consideration be given to some changes of language and terminology in order to make some of the proposed changes explicitly clear. To read our full response see here.

Members will recall that we launched an online survey in December asking about current governance arrangement for local YOT partnerships. The survey will help shape our contribution to the YJB’s work to update its guidance, ‘Modern Youth Offending Partnerships’. We are grateful to the 48 colleagues who took the time to respond.
